How to complete the application for a letter of access of referral (LoA) and to receive an invoice
IMPORTANT: THE INFORMATION YOU PROVIDE WILL BE USED TO AUTOMATICALLY GENERATE THE LETTER OF ACCESS AND INVOICE. IF YOU MAKE AN ERROR THEN THE LOA/INVOICE WILL BE INCORRECT. THIS MAY DELAY THE VALIDATION/PROCESSING OF THE LOA.

Please include clear information so that we can contact you in the event of a question on your application. Incorrect or unclear information will mean that processing of the LoA will be delayed.
Legal Entity Details
This is the EU-based registrant. You are the EU-based manufacturer/Importer or REACH
Only Representative (OR). Please include full details of the EU-based legal entity name and
address including your local business registration number.
TVA/VAT/IVA number is required, particularly if you are registered in France.
If you are an OR then indicate the full name and address of the non-EU substance
manufacturer that has appointed you.
Substance Requiring a LoA
Select the substance from the dropdown menu. Note that you need to complete a separate
application for each substance and for each EU legal entity registrant (including affiliates if
they too will register separately). An OR must complete an application for each substance
and for each non-Community manufacturer that has nominated them as an OR.
Details to Appear on the Invoice
This is used to provide sufficient details to ensure that the invoice is paid promptly.
Remember that the LoA will not be processed until full payment has been received. If your
accounts department only pays an invoice against a purchase order number or other
reference, then include it here; otherwise, you can leave the field empty
As an OR, the invoice will be sent to the OR’s EU-based legal entity address. It is not
possible to invoice the non-Community producer directly.
SME reduction
A fee reduction of 20% is offered to SME-sized organisations. In order to claim the SME
reduction the applicant must submit to the Mn Consortium an independent written statement
from a certified law firm or accountancy firm that SME status applies. This statement should
confirm compliance with the conditions in Article 9 (and 10 in the case of an Only
Representative) of the Commission Regulation (EC) No 340/2008 of 16 April 2008 on the
fees and charges payable to ECHA.
